TEEAM has initiated and formalised the Malaysian National Committee of CIE (NCCIE) with the support of the government through Standards Malaysia.
The International Commission on Illumination also known as CIE is devoted to worldwide cooperation and the exchange of information on matters relating to the science and art of light and lighting, colour and vision, and image technology.
NCCIE
NCCIE Malaysia has been formally accepted by CIE Central Bureau as the National Committee representing Malaysia on 26th May 2009. As a member of CIE, Malaysia can participate in international lighting forum, develop relevant standards, take part in liaison and technical interaction with other international organisations so as to improve and upscale the Malaysian lighting industry towards international best practice standards. By being involved in the CIE activities, the industry can obtain early information about potential market requirements, future regulations and specifications for products and applications in order to be able to provide competitive solutions especially for overseas markets.
The NCCIE challenges to become the “Centre of Excellence for Light and Lightings” in the Asean region in the future. Malaysia is the first National Committee that joins as a country representative in this region.
NCCIE was formalised with the establishment of a set of term of reference. Mr C T Siew was elected as the Chairman of the National Committee. The Committee reports to the Malaysian Electrotechnical National Committee (MyENC). The membership of NCCIE will hold office for a period of three years from 2010 – 2012. TEEAM hosts and facilitates the Secretariat of NCCIE after signing an agreement with Standards Malaysia.
Lighting PE & Training
The 1st meeting of NCCIE was held on 30th June 2011 at TEEAM. The meeting discussed among others, the need to recognise lighting engineers.mHence, the National Committee will explore the possibility of certifying lighting engineers as professional engineers.
The National Committee also discussed the need to organise training courses on lighting with Green Building Index (GBI) and universities such as UNITEN and UTM, and other technical seminars on lighting to create awareness and learning opportunities.
MyCIE
While NCCIE is deemed the governing council of CIE Malaysia Chapter, MyCIE (Malaysia CIE) is the Working Committee that carries out the project works. MyCIE consists of interested parties from the industry and universities. It is a platform for them to reach out to international forum.
Division Heads
A MyCIE meeting was held on the same day to make selection of Division Heads, namely:
Division 1: Vision and colour (headed by Mr John See of QAV Technologies)
Division 2: Measurement of light and radiation
Division 3: Interior environment and lighting design (headed by Mr Lavislav Varga of Siteco)
Division 4: Lighting and signalling for transport (headed by Ms Lim Swee Yoong of Straits Design) Division 5: Exterior lighting and other applications (to be combined with division 4)
Division 6: Photobiology and photochemistry
Division 8: Image technology (headed by Ir Rocky Wong Hon Thang, NCCIE Adviser)
Division Heads will kick-start sub-committee meetings. For a start, Division Heads can create awareness by getting information from CIE to be made known to the local lighting industry players on what the whole world is practising.
Webpage & CIE Publications
MyCIE also discussed the need to have a webpage to provide updates and progress of CIE Malaysia. Purchase of CIE publications was also touched on and it was agreed to buy them in stages to help in the work of the various Divisions.
CIE 2011 in South Africa
The Chairman of NCCIE will be attending the 27th Session of the CIE in Sun City, South Africa from 10th to 15th July 2011. Besides the conference, division meetings and technical committee meetings as well as workshops will be organised. The attendance of Mr CT Siew will be a very good exposure for Malaysia to the CIE. It will also pave the way for networking with other National Committees.
Next Meeting
The next NCCIE and MyCIE meeting is scheduled on 15th September 2011 at 10.30 am and 2.00 pm respectively. Industry players are welcomed to join the MyCIE working committee.
